Cares Act Higher Education Emergency Relief Fund Reporting

May 26, 2020

1. Vogue College of Cosmetology acknowledges that it has signed and returned to the U.S. Department of Education Certifications and Agreements, under Section 18004(a)(1) of the Cares Act, to receive Emergency Relief Funding and Emergency Financial Aid Grants to Students.

The funding for each Campus is enumerated below, with total grant for each school as designated by OPEID Number. Lubbock and McAllen Campuses are OPEID 04178400. San Antonio 1836 Fredericksburg Road Campus is OPEID 4178200. San Antonio Ingram Campus is OPEID 4178300. Santa Fe New Mexico Campus is OPEID 4178500. The table below is published by the U.S. Department of Education.  The columns represent the amounts allocated per campus, with the 100% number on the right representing total allocation and the 50% number on the left representing the initial disbursement to be allocated to students directly. All funds as enumerated have been received.

2. It is the policy and intention of the Vogue Colleges of Cosmetology to distribute no less than 50% of the total allocation to students as prescribed by the Cares Act and Department of Education Guidance.
3. As of the date of this report, 5-26-2020 no funds have been disbursed or spent in any way.
4. The total estimated number of students eligible to participate under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants is, by initial calculations, as follows:

6. The method for determining student eligibility is verifying enrollment and participation in Title IV as of March 13, 2020, the date of Emergency

CARES Act Emergency Financial Aid Grants to Students

Disbursement Policy – Per Section 18004(c) of the CARES Act

The Secretary of Education has advised that the funds initially allocated (50% of total allocation) are to be promptly made available to students in the form of emergency financial aid grants to cover expenses related to the disruption of campus operations due to coronavirus, such as food, housing, health care, course materials, technology and child care. The Secretary has further made clear that only students eligible for Title IV financial aid are eligible for grants under this program.

Vogue College of Cosmetology has discretion to determine amount of each grant and distribute the grants in compliance with all applicable laws, including non-discrimination.

Vogue College of Cosmetology believes that all students have been financially impacted with regard to cost of attendance as described. The emergency grants will be of assistance to all eligible students.

The policy for distribution shall be that the funds received by each campus shall be distributed equally to each student currently enrolled in any program, and was enrolled on or before March 13, 2020, and has filed a FAFSA.  This policy follows guidance from FAQ from the Dept. of education:

9. What students are eligible to receive emergency financial aid grants from the HEERF?

Only students who are or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), may receive emergency financial aid grants. If a student has filed a Free Application for Federal Student Aid (FAFSA), then the student has demonstrated eligibility to participate in programs under Section 484 the HEA. Students who have not filed a FAFSA but who are eligible to file a FAFSA also may receive emergency financial aid grants. The criteria to participate in programs under Section 484 of the HEA include but are not limited to the following: U.S. citizenship or eligible noncitizen; a valid Social Security number; registration with Selective Service (if the student is male); and a high school diploma, GED, or completion of high school in an approved homeschool setting.

In order to qualify to receive the emergency grant, students must sign a request for grant and acknowledgement of use of funds conforming to required guidelines.

Upon receipt of the acknowledgement the grant will be disbursed promptly.

7. Based upon the above policy, and Department of Education allocations, initial calculations show that each eligible student is eligible for the following amounts based upon OPEID Campus attended.

8. Instructions and guidance to students concerning the Emergency Financial Aid Grants include the following:

RE:      CARES ACT EMERGENCY GRANTS FOR TITLE IV ELIGIBLE STUDENTS

In response to the Covid-19 pandemic, the United States Department of Education has made funds available to Institutions such as ours to assist eligible students. Eligible students may apply for a grant for the purpose of paying for appropriate costs associated with attendance. These costs may include food, housing, course materials, child-care, technology and health care. Only students who are eligible for Title IV Financial Aid may apply.

Each campus was allocated funds based upon Title IV information as calculated by the U.S. Department of Education. Vogue College of Cosmetology had no input as to the amount of grant available. Vogue did have a choice of whether or not to participate in the grant program, and we have chosen to participate for the benefit of our students. Of note, each campus was offered different amounts, and different colleges and trade schools within each community were offered different amounts. We believe that all of our financial aid eligible students have been negatively impacted and will benefit in a way that helps them continue their education.

We are therefore offering each of our financial aid eligible students a grant.  The amount of each student’s grant will be determined by the total received at each campus divided equally among those eligible at that campus.

To apply for a grant please fill out the attached form and drop it off or mail it to your campus. Be sure to include your mailing address and student ID#.

Based upon new guidance Institutional funds have been transferred to an interest bearing account. Allocations for institutional funds are being considered at this time and will be reported in the next report in August, 2020.

Student Allocation portion of the grant is as stated above, no change over the past 45 days.

October 10, 2020 Update

Student Allocation portion of the grant is as stated above, no change over the past 45 days.

The institutional portion is at this time unallocated. Funds have been spent or allocated to PPE, Disinfectant and Cleaning, and modification of Ventilation and Air Filtration and disinfection systems. Additional expenditures for Distance Learning and associated information technology and security expenditures associated with Covid-19 Disruptions have been incurred. Detail of Allocations will be forthcoming by the October 30, 2020 deadline as specified by the Dept. of Education.
